Why vacuum belt keep breaking? Why does not the brush roll, but its completely clean?

I have a vacuum BISSELL cleaner model 3593. I changed 7 bands, each time I turn on the vacuum cleaner belt breaks. As soon as the lights I can smell burning rubber and then the belt assemblage. I think the problem is with the rotating brush, does not roll like its stuck. I cleaned it, and there is absolutely nothing in it ... its as good as new. But still does roll ... I read somewhere that i can disassemble and clean, but do not see how I can do that. I tried to turn the edges of the roll, but they do not move, do supposed to be? I lost the manual so I dont know what to do now, please help.

I have one too have changed and at least 6 belts in recent 3 months! Usually happens to me if something accidentally sucked up in the there.That has good suction and no matter how I try to avoid something that was not collecting them, is still there! You have to unscrew the tray that holds the brush and pull it. If you turn the edge of the brush, will break belt.There could be something stuck under it is not allowed to turn right!
